Governance History

What follows is an incomplete timeline of changes to the union’s constitution and by-laws. This timeline is not the result of a comprehensive search of union minutes, and was compiled starting in 2026, so earlier history may be very partial or misleading

Constitution

February 2010

February 2025

  • Membership in good standing defined as requiring being no more than one month behind on dues payments – currently Article V, Section B
  • Voting eligibility for elections now requires being a member in good standing for 60 days before the candidates’ forum – currently Article V, Paragraph C(3)

Bylaws

April 2000

  • Contract Extension procedures codified – currently Section 1(E)
  • Contract Enforcement procedures codified – currently Section 1(G)
  • Union Records policy codified – currently Section 3(E)

October 2002

  • Contract Enforcement Committee (CEC) Privacy policy codified – As of 2026, control of the privacy policy has been devolved to CEC and is no longer in the union’s by-laws

April 2005

  • The current structure of TAA’s by-laws codified, incorporating sections mentioned above and later amended as below

February 2017

  • Updates made to TAA Membership Status rules – currently Article 5

December 2024

  • Officer Election Ballot trustees empowered to accept invalid ballots (e.g. due to Ballot ID typos) – currently Section 1(H)(3)

March 2025

  • Guidance for the finance committee to regularly re-examine dues brackets added – currently Section 1(F)(5)

January 2026

  • Executive Board empowered to make urgent decisions over electronic media other than email – currently Section 1(C)
  • UFAS allowed to use the TAA office – currently Section 3(G)
  • Contract Enforcement Committee privacy policy devolved to CEC (with E-Board and membership supervision) – formerly Article 6
  • Bylaw amendment waiting period changed from strict 10+ days each for executive board and GMM to 7+ days each; waiting period made waivable by unanimous vote – currently Article 6
